CABARRUS COUNTY <br />BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />JANUARY 18, 2011 <br />6:30 P.M. <br />AGENDA CATEGORY: <br />Consent Agenda <br />SUBJECT: <br />S &W Conservation - Approval of NC Clean Water Management Trust Fund <br />Grant Contract - $953,403 <br />BRIEF SUMMARY: <br />Approval is requested for contract between NC Clean Water Management <br />4�W Trust Fund and Cabarrus Soil & Water Conservation District. Contract is for <br />stormwater infrastructure at Cox Mill Elementary School to improve water <br />quality in Clarke Creek. Board of Commissioners previously approved <br />donation of a 25.63 -acre conservation easement on the 100 -year floodplain <br />on Clarke Creek that lies within the Clarke Creek Heron Rookery Significant <br />Natural Heritage Area. Board of Commissioners previously adopted the 2002 <br />report, " An Inventory of the Significant Natural Areas of Cabarrus County, <br />North Carolina," that documents this state - designated, regionally- significant <br />site. <br />The grant award totals $953,403 of which $431,570 will come from matching <br />funds as follows: $72,442 in -kind from Cabarrus County Schools and others, <br />$35,000 cash grant from Philip Morris, $31,628 as in -kind services from local <br />agencies, and $292,500 as value of permanent easements to be donated. <br />REQUESTED ACTION: <br />Motion to adopt project ordinance and budget amendment; approve the <br />contract between Cabarrus Soil and Water Conservation District and the <br />North Carolina Clean Water Management Trust Fund; and authorize County <br />Manager to execute the contract on behalf of Cabarrus County, subject to <br />review or revisions by the County Attorney. <br />EXPECTED LENGTH OF PRESENTATION: <br />Page 111 <br />F -7 <br />
