Box 707 <br />Concord, NC 28026 -0707 <br />4401 Old Ahporl Road (704) 786 -6191 <br />PO Box 388 <br />Concord NC 28026.0388 1701) 78fi - 61 11 <br />Re: Request for Approval of Cabarrus County Schools to take Necessary Action to <br />Acquire Property for Easement on Weddington Road <br />Dear Mrs. DuBois: <br />Cabarrus County Schools requests that the County Commissioners agree to place <br />into escrow $21,324 to compensate Mr. and Mrs. Chris Newsome for easements on <br />their land located at 4393 Weddington Road, Concord, NC. These easements are for <br />a road right of way and temporary construction needed on their property for road <br />improvements required for the completion of the H.E. Winkler Middle School. An <br />appraisal of the property was completed by Ferriss Appraisal, Inc. which established <br />the value of the land in question. Although the sizes of the easements have been <br />modified following the completion of the appraisal, this proposed escrow amount is in <br />keeping with the values established in the original appraisal. <br />Cabarrus County Schools has tried to negotiate a settlement on this issue with the <br />property owners without success. As a result, CCS is now prepared to condemn the <br />property in order to proceed with the NCDOT required road construction. Mr. and <br />Mrs. Newsome have been notified of our intent to take this action. <br />Please note that copies of the survey drawing and the legal description of the two <br />easements have been sent to your office previously.
