Box 707 Concord, NC 28026 -0707 4401 Old Ahporl Road (704) 786 -6191 PO Box 388 Concord NC 28026.0388 1701) 78fi - 61 11 Re: Request for Approval of Cabarrus County Schools to take Necessary Action to Acquire Property for Easement on Weddington Road Dear Mrs. DuBois: Cabarrus County Schools requests that the County Commissioners agree to place into escrow $21,324 to compensate Mr. and Mrs. Chris Newsome for easements on their land located at 4393 Weddington Road, Concord, NC. These easements are for a road right of way and temporary construction needed on their property for road improvements required for the completion of the H.E. Winkler Middle School. An appraisal of the property was completed by Ferriss Appraisal, Inc. which established the value of the land in question. Although the sizes of the easements have been modified following the completion of the appraisal, this proposed escrow amount is in keeping with the values established in the original appraisal. Cabarrus County Schools has tried to negotiate a settlement on this issue with the property owners without success. As a result, CCS is now prepared to condemn the property in order to proceed with the NCDOT required road construction. Mr. and Mrs. Newsome have been notified of our intent to take this action. Please note that copies of the survey drawing and the legal description of the two easements have been sent to your office previously. We appreciate your assistance and look forward to the Commissioners' review and approval of this request as soon as possible.
