PLANNING STAFF REPORT <br />CABARRUS COUNTY BOARD OF COMMISSIONERS <br />04/18/2011 <br />Text Amendment: TEXT2011 -00001 <br />Text Amendment: Ethanol Fuel Production <br />Description: Proposed text amendment to add ethanol fuel production as a <br />permitted use in the Cabarrus County Zoning Ordinance. <br />Applicant Information: Administrative <br />P &Z Decision: Approved <br />P &Z Date: 03/17/2011 <br />P &Z Comments: The Planning and Zoning Commission discussed the proposed text <br />amendment at great length. Concerns included the location of the <br />still in relation to other houses, how the distillery would be fueled <br />(wood, propane, etc.), the size of tanks for both cooking and for <br />storage and if there would be distance requirements between the <br />distilleries permitted. <br />The Commission decided, by a unanimous vote, to recommend <br />that the text, as presented by Staff, be forwarded to the Board of <br />Commissioners for final consideration. <br />Purpose / Chapters Affected <br />• Proposed text amendment to add ethanol fuel production as a permitted use in the <br />Cabarrus County Zoning Ordinance. <br />• The text amendment would add Ethanol Fuel Production (Residence, Personal Use) in the <br />Agriculture /Open Space (A/O), Countryside Residential (CR), Low Density Residential <br />(LDR) and Medium Density Residential (MDR) districts. <br />• Small and medium fuel plants, as defined in the Code of Federal Regulations, Title 27 <br />Part 19, would be permitted in the General Industrial (GI) district only. <br />• Chapters affected include Chapter 2, Chapter 3 and Chapter 7.
