n _ R Griffin Brothers Co. <br />s0 %ICI011S <br />April 20, 2011 <br />Irish Potato Road Landfill Proposal <br />Greenway Waste Solutions, LLC ( "Greenway ") is the owner and operator of five construction & <br />demolition (C &D) landfills throughout the Carolina's, one gypsum wallboard /sheetrock <br />recycling operation, and one large scale indoor C &D recycle center. With our expertise and <br />experience, we are confident that Greenway can provide immediate and long -terin benefit to <br />Cabarrus County (the "County "). <br />Greenway is proposing the following as it relates to the current hrish Potato Road C &D Landfill: <br />I. To expand the current Irish Potato Road C &D Landfill on adjacent contiguous property, <br />just south of the active C &D area. <br />2. Greenway will actively pursue a public /private partnership agreement with Cabanas <br />County (C &D Permittee and Owner) if NCDENR accepts the proposed plan to resubmit <br />the permit application for an un -lined expansion, NCDENR allows the County to <br />continue as the permit holder, and NCDENR maintains the current financial assurance <br />responsibilities; <br />3. Operate the landfill facility upon approval for the expansion area by NCDENR; <br />4. Handle any and all costs associated with the operation, groundwater and methane <br />monitoring of existing C &D site and closed C &D /MSW units, stonnwater monitoring, <br />and closure costs for the existing C &D site; <br />5. Construct and operate a state -of -the -art compost facility on the property to enhance the <br />sustainability programs of the County by recycling of food waste and yard - debris in and <br />around Cabarrus County; and <br />6.
