A motion was made by Ms. Cindy Fertenbaugh and seconded by Mr. Lynn Slue that the district -
wide mowing contracts be approved for a term of three years, with noted corrections, with the
Board Chair maintaining authority to review the contracts. The motion was unanimously
approved.
Approval of Bids Received for Camera Surveillance Systems at A. T. Allen Elementary
School, Patriots Elementary School, Charles E. Boger Elementary School, Harold E.
Winkler Middle School and hickory Ridge Middle School
Mr. Len Wilke, Director of Construction Services, introduced Mr. Rick Sousa, Consultant, and
Mr. Ward Smith, CCS Health and Safety Manager, to provide an update to the Board on the bids
for camera surveillance systems at five (5) schools. Mr. Ward Smith noted that the specifications
were written by Mr. Rick Sousa and reviewed by Board Attorney Ken Michael. Mr. Smith noted
there were eleven (11) respondents with five (5) bids received on March 9, 2011 and the
apparent low bidder for all five school security camera projects is Security 101 from Charlotte,
North Carolina.
Mr. Len Wilke discussed the details of the bid tab and noted that based on available funds for
each of the projects, it is the opinion of CCS staff that there are sufficient funds in the four (4)
new school projects to accept the base bids for all of those schools. Funds are also available to
add optional cameras at each of the schools and still remain in budget. Mr. Wilke noted that
although the base bid for the camera system at Charles E. Boger Elementary School is over the
budgeted amount, there arc funds stilt available within their addition project to cover that cost as
well as the cost of additional cameras. Mr. Wilke noted the County has agreed to commit the
funds from that project for the cameras. Mr. 'Wilke advised that it is the recommendation of CCS
staff that a contract for the camera systems at all five (5) schools be awarded to Security 101 at a
total project cost of $286,744.37, pending due diligence review of this contractor's bid submittal
and professional references.
A motion was made by Mr. Blake Kiger and seconded by Mr. Lynn Shue that base bids received
for camera surveillance systems at A. T. Allen Elementary School, Patriots Elementary School,
Charles E. Boger Elementary School, Harold E. Winkler Middle School and Hickory Ridge
Middle School be approved, in the amount of $222,426.64, plus optional cameras totaling
$64,317.73, with changes as discussed relative to funding, should additional monies become
available from the County. The motion was unanimously approved.
Approval of Contract with W. K. Dickson for Engineering Services to Extend Raging
Ridge Road to Stallings Road, for a Total Cost of $69,050
Mr. Len Wilke, Director of Construction Services, updated the Board on the outcome of a
discussion with NCDOT district staff regarding this project. Mr. Wilke noted that the County has
offered some funds for this project. The Town of Harrisburg has a requirement to provide the
7
Attachment number 3
G -6 Page 233
