Resolution Opposing the Closing of the Cabarrus County <br />Correctional Facility <br />179? <br />WHEREAS, the Cabarrus County Correctional Center is a <br />minimum security facility that offers effective rehabilitation <br />i and re -entry programs; <br />WHEREAS, the Center provides jobs directly for 56 families in <br />Cabarrus County, and supports an additional seven (7) <br />teaching positions at Rowan Cabarrus Community College; <br />WHEREAS, the Center is closely tied to the local community through religious, educational, and <br />work programs; <br />WHEREAS, 14 percent of the North Carolina prison population claim Cabarrus, or one of the <br />five bordering counties, as their county of residence; <br />WHEREAS, closing the facility will place a tremendous hardship on citizens with incarcerated <br />family members; <br />WHEREAS, failure to provide adequate re -entry programs that help inmates reconnect with the <br />community and build life skills, has been shown to increase the likelihood of recidivism when <br />these inmates complete their sentence and return to Cabarrus County; <br />WHEREAS, The Report on the 2011 -2012 House Appropriations Bill recommends the closing of <br />the Cabarrus County Correction Center; <br />WHEREAS, closing this facility is contradictory to the recommendations of the report on Justice <br />Reinvestment in North Carolina; <br />NOW THEREFORE, BE IT RESOLVED: that the Cabarrus County Board of Commissioners hereby <br />opposes the closing of the Cabarrus County Correctional Center. <br />Adopted this the 20 day of June, 2011. <br />H.
