Introduction and Executive Summary of the Analysis <br />The Department of Housing and Urban Development is committed to eliminating racial <br />and ethnic segregation and other discriminatory practices in housing in the United States. <br />HUD uses all of its programmatic and enforcement tools to achieve this goal. The <br />fundamental goal of HUD's Fair Housing Policy is to make housing choice a reality for <br />all people and families through Fair Housing Planning. The Fair Housing Planning <br />Program involves the following three major steps: <br />Conducting an analysis to identify any impediments to fair housing choice <br />within the jurisdiction; <br />2. Taking appropriate actions to overcome the effects of any impediments <br />Identified through the analysis; <br />3. Maintaining records reflecting the analysis and actions taken. <br />This report is the analysis of impediments to fair housing choice for Cabarrus County <br />residents. This analysis has been completed for the Cabarrus /Harrisburg /Midland/Mount <br />Pleasant/Locust Scattered Site Housing Rehabilitation Program which began in February <br />2011. This Analysis of Impediments to Fair Housing and the subsequent Fair Housing <br />Plan will be incorporated into the Cabarrus /Harrisburg /Midland/Mount Pleasant Locust <br />Scattered Site Housing Rehabilitation Program CDBG Policies and Procedures. <br />The Analysis of Impediments (AI) is a review of any impediments to housing choice in <br />the public as well as the private sector. The Analysis of Impediments is a comprehensive <br />review of a jurisdiction's ordinances, regulations, policies, laws, procedures and <br />practices. The Al assesses how these factors affect the location, availability and <br />accessibility of housing to protected individuals and families. Additionally, the Al <br />accesses all elements (public and private) that impact fair housing choice for members of <br />the protected groups. <br />Impediments to Fair Housing are defined as any actions taken, and any omissions or <br />decisions made because of race, color, religion, sex, disability, familial status or national <br />origin of a person or family which restrict housing choices or the availability of housing <br />11Page <br />Analysis of Impediments March 2011 <br />Attachment number 1 <br />F -1 Page 51 <br />
