residents to required appointments and services. The local Metropolitan Planning
Organization has expanded the local bus service to include a wide transportation
network. Connections can be made to Charlotte DOT and other transportation
networks. These connections increase housing choice through providing adequate
transportation to get to employment centers, services and medical care. The local
van system also has a route that is dedicated to employment centers. This system
runs through the smaller towns in Cabarrus County thus providing transportation
to those citizens that may not live within walking distance of services. Other
methods of dealing with transportation accessibility issues are zoning and
planning regulations which are forcing dense development in areas where utility
services already exist. Some jurisdictions provide bonus densities for
redevelopment or infill projects. One purpose of these programs is to create
density along transportation corridors to expand housing and transportation
choice.
e. Affordable Accessible Units. Nonprofits who support individuals and families
with disabilities report a lack of affordable accessible housing units. These
agencies have expressed a need for supportive and transitional housing units to
serve their clients. The Cabarrus Continuum of Care Network is working on
grants and plans for providing these units. Cabarrus County will support their
efforts to pursue these grants and will work with the nonprofits to ensure that
discrimination of protected groups does not occur and that housing choice is
expanded. Additionally, modifications may be made for qualified clients through
Home Care Community Block Grant and Community Development Block Grant
grants in order to expand accessibility. Clients will be referred to the Department
of Social Services and other agencies to ensure that income gaps, due to slow
coming disability awards or other income disruptions suffered by persons with
disabilities, have a minimal affect on housing choice.
51Page
Analysis of Impediments March 2011
Attachment number 1
F -1 Page 55
