CABARRUS COUNTY <br />BOARD OF • • <br />* <br />REGULAR MEETING <br />��8�a ��i ►� JUNE 2 0 9 20 <br />`�iri�JJ1 /J� <br />6: 30 P .M. <br />AGENDA CATEGORY: <br />New Business <br />SUBJECT: <br />Harrisburg - Request by Harrisburg & Charlotte - Mecklenburg Utility <br />Department (CMU) for Transfer of Ownership of Water / Sewer Lines in <br />Cabarrus County <br />BRIEF SUMMARY: <br />The Town of Harrisburg intends to purchase from the Charlotte - <br />Mecklenburg Utility Department (CMU) water and sewer customers and <br />infrastructure previously owned and operated by Utilities Incorporated (UI) <br />in the south - western quadrant of Harrisburg's future service /annexation <br />area. CMU will acquire these systems through a larger purchase in <br />Mecklenburg County related to the City of Charlotte's 2009 annexation. <br />The Town will receive over 10 miles of water and sewer mains, an <br />elevated storage tank, 3 groundwater treatment facilities, 2 well sites, 6 <br />sewer pumping stations and 1 wastewater treatment facility. Over 900 <br />County residents will be affected by the purchase including the Cabarrus <br />Woods, Bradford Park, Britley and Steeplechase neighborhoods. These <br />customers will see a reduction in their monthly utility costs of <br />approximately 25 %. In order for the purchase to occur, the State's Utilities <br />Commission is requiring CMU to take ownership of the entire system <br />(including the portions in Cabarrus County) for a period of time (a <br />maximum of 15 days) before transferring ownership to Harrisburg. The <br />Town of Harrisburg and CMU are requesting that the County Commission <br />grant CMU permission to take ownership of the property which will allow <br />the purchase to move forward. <br />GS 153A -15 is included as reference materials. <br />REQUESTED ACTION: <br />G -2 Page 278 <br />
