ADDITION <br />CABARRUS COUNTY <br />BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />JUNE 20 2011 <br />1 PM <br />SUBJECT: <br />County Manager - Award of Bid to JD Goodrum Company, Inc. for Harvest Facility - <br />$847,000 <br />BRIEF SUMMARY: <br />An important element of the Board of Commissioners' Sustainable Community <br />Initiative is the construction of an animal harvest facility in Rimer. The county was <br />awarded a grant of $622,000 from the NC Agricultural Development and Farmland <br />Preservation (ADFT) Trust Fund in 2008, which will pay about one -half the cost. The <br />remainder of the expense will be paid by funds previously appropriated by the Board <br />for this purpose, $100,000 from the Cruse family (which will also provide the land and <br />operate the county -owned facility), and a grant or loan to construct the water and <br />wastewater systems (if a loan, it will be serviced by a per pound processing <br />surcharge). <br />It took an unusually long period of time to arrive at the point at which a construction <br />contract could be awarded for a number of reasons.
