E.G. SMITHSON
& ASSOCIATES, INC.
David Sherk PE
E.G. Smithson & Associates
1661 South Wesleyan Blvd
Rocky Mount, NC 27802
April 20, 2011
Kyle Bilafer
General Services Director
Cabarrus County
65 Church Street N
Concord NC
Dear Kyle:
We opened the bids yesterday for the labor and materials to construct the addition to the
Cruse Meat Company. We received five (5) bids from apparently qualified contractors.
Four (4) of the bids were completely responsive to the bidding documents. The bid
submitted by Sexton Construction was not. Sexton failed to include the refrigeration
equipment required.
Of the remaining four (4) bids it appears that JD Goodrum is the successful bidder.
Goodrum was low on the base bid and the base bid less the alternate. As you can see
from the bid tabulation the bids were very competitive. Four bids within 6% of one
another.
The low base bid of $847,000.00 is well under our engineering estimate of $1,066,000. 1
believe the county should consider carrying a contingency of at least 10 %.
In the bidding documents we stated the County has the right to require an AIA 305
Qualification Statement of a potential successful bidder. This document will outline the
strength of the contractor's experience with the type of facility being constructed. I
recommend we request this statement from the four responsive bidders so that this
information can be a part of the decision as to who will be awarded the contract.
Please call with questions or comments.
Sincerely,
David Sherk
Vice President
E.G.
