STATEMENT OF QUALIFICATIONS <br />TO CONDUCT A FIRE PROTECTION STUDY <br />FOR CABARRUS COUNTY, NORTH CAROLINA <br />INTRODUCTION AND EXECUTIVE SUMMARY <br />Public Safety Solutions, Inc. (PSSi) is a fire, rescue, emergency medical and dispatch public <br />safety consulting corporation licensed in the State of Maryland. <br />The firm, established in 1991, has provided fire, rescue, pre - hospital emergency medical <br />services and dispatch management consulting services for 16 years. The planning and <br />assessment services have related to fire and EMS station location assessments, facility <br />assessment, risk analysis, fire, vehicular apparatus, staffing, volunteer recruitment and <br />retention, mutual cooperation and consolidation, management assessments, community -based <br />programs, records, E -911 dispatch, training, and human resources. <br />A key specialty of the firm relates to assisting developing counties and cities served by <br />volunteer and/or combination paid /volunteer - staffed departments to plan and maintain <br />a high level of cost effective fire, EMS and dispatch services to the residents and <br />business owners /operators in their communities. Further, the firm specializes in <br />conducting feasibility studies and strategic plans related to fire, rescue, EMS and <br />dispatch cooperative services delivery efforts and regional merger and consolidation <br />projects. Such projects have been conducted by PSSi Study Team members in North <br />Carolina, Florida, South Carolina, Virginia, Maryland, Pennsylvania, New Jersey, New <br />York, Rhode Island, Arizona and Massachusetts. <br />A second key specialty of the firm relates to emergency 9 -1 -1 communications and <br />dispatch. PSSi Study Team members have managed and assessed more than 75 <br />emergency dispatch centers, including those in more than 20 regions /counties and cities <br />of such as Chicago and Los Angeles. <br />Further, the Study would be based on applicable appropriate recognized performance <br />guidelines considering the rural /urban nature of the County. The assessment would involve <br />regular status reports /tncetings and close coordination with appropriate County officials.
