1

CABARRUS COUNTY

7
BOARD OF COMMISSIONERS
REGULAR MEETING
FEBRUARY 15, 2010
6:30 P.M.
AGENDA CATEGORY:
New Business
SUBJECT:
' Parks Dept. -Approval of Modfications to Park's Fees & Charges Policy -
FY 2010-2011
' BRIEF SUMMARY:
At its January 21st meeting, the Parks Commission unanimously voted to
' recommend the following changes to the Park's Fees and Charges Policy
to the Board of Commissioners for consideration:
' 1. To review the fee policy at the beginning of each calendar year instead
of during the budget process. This change will allow the Park's
Department to implement fee changes to programs, such as the adult
t athletics and quarterly programs in advance of registration which occurs in
March and for the swimming pool which opens in May. In addition, park
hours are extended on March 1 and reservations for cabins, tent sites and
' shelters, also begin to increase at this time.
' 2. To close county parks one (1) hour early year round. (5:00 p.m. during
winter hours and 8:00 p.m. during summer hours. Frank Liske Park would
close at 9:00 p.m. instead of 10 p.m.) This strategy will save the County
approximately $3,000 per park for a total of $12,000 annually. There are
few patrons at the parks after dark since walkways and playgrounds are
not illuminated.
' 3. To change the fee for operation of county parks outside the normal
operating hours from $25/hr per facility to $100 (flat fee) plus $25/hr per
' staff needed per park. This change will allow events that require extended
hours of operation (i.e.: softball and soccer tournaments and wedding
receptions) to occur without negatively impacting the department's
' operating budget. Staffing requirements will be determined by Park
' G-2 Page 100
