Appointments <br />are for terms of two years. <br />CONCORD PLANNING AND ZONING COMMISSION <br />The Commission guides, reviews and regulates land developments within and around the <br />boundaries of the City of Concord. The County Commissioners appoint one member <br />who resides in Concord's extraterritorial jurisdiction area for a term of three years. <br />CRIMINAL JUSTICE PARTNERSHIP PROGRAM ADVISORY BOARD <br />The advisory board examines the local criminal justice system and identifies areas that <br />could be improved through local community-based programs. Members include the <br />following: County Commissioner; County Manager; Superior Court Judge, District Court <br />Judge; District Attorney; Criminal Defense Attorney; County Sheriff; City Police Chief; <br />Probation Officer; Community Service Coordinator; one member from the service areas <br />of Mental Health, Public Health, Substance Abuse, Employment and Training, <br />Community Based Corrections Program and Victim Services Program; Member of the <br />Business Community, Victim of Crime and other At Large Members. Appointments are <br />for terms of three years. <br />FOOD POLICY COUNCIL <br />This Council will identify and strengthen the connections between food, health, natural <br />resource protection, economic development and the agricultural community. The Food <br />Council will be charged with performing research, educating the community, developing <br />strategies and making policy recommendations that will encourage the development of a <br />robust, sustainable local food economy and a healthier population. <br />HARRISBURG FIRE ADVISORY BOARD <br />The Harrisburg Fire Advisory Board advises the Town Council, Town Administrator and <br />the Fire Chief on matters of policy, administration and operations. The board tracks the <br />progress of the Harrisburg Fire Department's key objectives as outlined in the annual <br />report, reviews the Department's By-Laws on an annual basis, and recommends changes <br />to the Town. <br />INDUSTRIAL FACILITIES AND POLLUTION CONTROL FINANCING AUTHORITY <br />This authority provides for the issuance of revenue bonds to aid in financing (1) industrial <br />and manufacturing facilities which provide job opportunities or better ways to help <br />alleviate unemployment and raise below-average manufacturing wages and (2) pollution <br />control facilities for industries. The 7-member authority meets as needed. <br />Appointments are for terms of six years. <br />JUVENILE CRIME PREVENTION COUNCIL <br />The council plans for the needs of adjudicated and at-risk youth and assesses the need <br />for delinquency treatment and prevention services in Cabarrus County. The 25-member <br />council is made up of a variety of judicial and public agency representatives as well as <br />seven at-large members. Appointments are for terms of two years. <br />LIBRARY BOARD OF TRUSTEES <br />The board advises the County Commissioners on matters relating to the Cabarrus <br />County Library system, including the planning of programs, policies, facilities and <br />Attachment number 1 <br />I-2 Page 160 <br />
