~~ <br />Cabarrus County <br />Emergency Management & Fire Marshal's Office <br />MEMORANDUM <br />Date: Apri15, 2010 <br />To: Cabarrus County Board of Commissioners <br />From: Steven Langer, Cabarrus County Fire Marshal <br />Re: Changes to Odell, Enochville, Kannapolis <br />Fire Tax and Insurance Districts <br />The Cabarrus County Fire Marshal's Office recommends the following changes to the Odell Enochville, <br />and Kannapolis Rural Fire Districts as indicated on the attached maps. In August of 2005 the <br />Department of Insurance conducted an inspection of Cabarrus County Fire Departments. As a result of <br />this inspection Odell Fire District was identified as having areas beyond 6 miles from the fire station. <br />This placed a number of residents within this district in a class 10 rating which is considered unprotected <br />and raising their insurance premiums. <br />Last year the Cabarrus County Board of Commissioners adopted a resolution for the Odell Fire <br />Department to enter into a financing agreement to build a second station to cover the area that is <br />currently unprotected. This new station along with Kannapolis station 2 and station 5 allows the county <br />to discontinue its contract with the Enochville Fire Department. <br />Should the recommendations be approved, the current Enochville Fire District in Cabarrus County will be <br />divided between the Odell and Kannapolis Fire Districts. This will allow county tax dollars to stay within <br />the county and help fund the operations of Odell Fire Department's second station. These changes also <br />provide a tremendous benefit to the citizens of the current Enochville Fire District in this tough economy <br />as their fire tax rate will be lowered and some will see a reduction in their insurance premiums. <br />The two maps meet the requirements of the Department of Insurance and have been approved by the <br />state. The Cabarrus County Fire Marshal's Office recommends boundary changes to the Cabarrus <br />County Fire Insurance/Tax District for Odell and Kannapolis Rural within Cabarrus County. <br />We request that the Board of Commissioners hold a public hearing at their May meeting on the district <br />changes and consider approval of our recommendations. <br />30 Corban Ave., Ste.
