Our representative at the meeting was unaware of any controversy. I
wanted to address this question. There really was no controversy; the City of Kannapolis simply chose not to
provide financing for our proposed development. The newspaper reports may have made the issue seem
controversial, but it really wasn't. The City of Kannapolis had provided financing in the past for our apartment
community for seniors, The Villas at Forest Park, which is adjacent to this site. I asked them to also contribute to
our proposed family development, Forest Park Crossing. The City did not wish to provide any financing for a family
property and the Council stated crime and the burden on their police force as reasons why, based on statistics at
other communities owned and operated by other developers currently located in Kannapolis. Council voted 4-2,
despite statistics from our communities which are significantly lower than theirs and despite receiving numerous
letters from police departments and local governments in other jurisdictions where we currently operate family
communities, stating that police calls are minimal, our properties are well-maintained, and they do not have
problems with our communities. The City has been pleased with our senior community and told me that if we
developed another senior community in Kannapolis, they would contribute. They understand that we are moving
forward with the development, without their financing. If you have questions from the City, you can contact Irene
Sacks, Community Development Director at the City of Kannapolis. If she is out on maternity leave, you may
contact Mike Legg, City Manager.
As a side note, after the meeting, the Mayor submitted a letter recommending us for a Statewide Award from the
NC Housing Finance Agency for our Villas at Forest Park community, already developed in Kannapolis.
If you have any other questions about this forme, please feel free to contact me in our Richmond office at (804)
272-2009 or tdusenbury@halconcompanies.com .
Sincerely,
~yl~~.~, ~~~~~tiUz~
Traci Dusenbury
Development Coordinator
Attachment number 4
G-3 Page 185
