1 Ms. Dusenbury said the Douglas plan is not to build Section 8 housing which is typically very <br />2 low income. She said they will have no subsidized rent, that tenants must be able to pay rent. <br />3 She has letters from several cities in North and South Carolina that show low numbers of crime <br />4 calls in their developments, noting that the Villas at Forest Paxk had only S0+ calls in the last <br />5 year. Dusenbury said this is an opportunity for Kannapolis to invest HOME funds without losing <br />6 money. <br />7 <br />8 Mayor Misenheimer commended Ms. Dusenbury on the success of the Villas at Forest Park. He <br />9 questioned why the City would want to put this type housing in this area so near an elementary <br />i 0 school. <br />11 <br />12 Ms. Dusenbury said they have found that it is good for families with children to be close to a <br />13 school for their children. She said partnering with a local government would also give the local <br />14 government more control. <br />15 <br />16 Mayor Misenheimer said Kannapolis Police are very concerned about low income housing and <br />i 7 the potential rise in crime in these areas. He said others are concerned about the lack of good <br />18 upkeep on the property. He told of an incident with a coach at one of the Kannapolis City <br />19 Schools where a family couldn't go outside because of the type of people who lived near him in <br />20 alow-income housing community. <br />21 <br />22 Ms. Dusenbury said this is why they are so willing to work with the Police Department. She said <br />23 Douglas Development would be agreeable to having off duty police as security guards. <br />24 <br />25 Mayor Pro-tem McCombs asked if there is still a demand for senior housing in Kannapolis. Ms. <br />26 Dusenbury said she was not sure but believes there is more of a demand for family housing. She <br />27 said their plan includes eight one bedroom units and these would be suitable for seniors. <br />28 <br />24 Ms. Dusenbury said Douglas Development plans to build senior apartment communities in <br />30 Concord and Salisbury and aloes-income family apartment community in Winston-Salem. Each <br />31 of those cities has approved loans to Douglas Development for these communities. <br />32 <br />33 The Public Works Department has determined that there is sufficient sewer capacity to <br />34 accommodate this development. <br />35 <br />36 Council Member Cauthen agrees there is a need for low income housing all over the state. He <br />37 was in law enforcement for 27 years and understands the concerns of the Police Department. <br />38 Mr. Cauthen thinks this is a terrible location and knows that the crime calls generally do not <br />39 come from the tenants, but from visitors. He said they have already committed to the Carver <br />40 Community project and he can't support to putting low incame housing in the Forest Park area <br />41 because of that location. <br />42 <br />43 Council Member Kincaid asked if Douglas Development still owns all their properties. Ms. <br />44 Dusenbury said yes, they have never sold any properties they have developed. Council Member <br />45 Haas has looked at both the Carver project and the Douglas Development proposal and has tried <br />46 to decide which would benei"it the City more.
