CABARRUS COUNTY <br />BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />JUNE 21, 2010 <br />6:30 P.M. <br />AGENDA CATEGORY: <br />Consent Agenda <br />SUBJECT: <br />DSS -Approval of Amendment To Local Work First Plan <br />BRIEF SUMMARY: <br />The department requests an amendment to the Work First Plan that will <br />change the exemption period from six months to one year for clients with <br />children under 12 months of age. Policy allows for a client with a child <br />under one year of age to have up to a one year exemption from <br />participation in the program. The Department request to implement this <br />one year time frame to allow staff to better prepare clients for <br />participation, improve our participation rate, and stretch our child care <br />dollars due to pending cuts in funds. The state consultant agrees with this <br />recommendation. The current local exemption is 6 months. <br />The proposed amendment reads as follows: IX. Exemption from the Work <br />Requirement The parent of a newborn child, or a child less than 12 <br />months old, will be exempted from participation up to one (1~ .}rear, but <br />does not exceed the child's first birthday. If they desire, they will be <br />allowed to give up this exemption and participate, but will be able to <br />reclaim the exemption during this time if they choose to do so (not to <br />exceed the 12 month/1 year limit). A recipient has a total lifetime limit of <br />12 months in the exempted status. <br />The proposed amendment was presented to the Board of Social Services <br />at its May 27th meeting. Although formal action was not taken by the <br />Board, there was no opposition to the amendment.
