1. Committee Goal — <br />a. Study and determine requirements to implement a community wide animal adoption <br />program that incorporates the principles of a "No -Kill' Community. <br />b. Upon consideration and adoption of a community wide animal adoption program by <br />the Cabarrus Board of Commissioners, oversee <br />Current Composition: <br />a. Cabarrus Cares — Open <br />b. Humane Society - Karen Britt <br />c. Community Member — Donna Rogers <br />d. Veterinarian — Dr. Stewart Roberts <br />e. Sheriff — Lt. David Taylor <br />f. BOC — Bob Carruth <br />g. Community Member - Ruth DeMarcus <br />3. Additional Members: <br />a. Cabarrus Pets Society - Open <br />b. Justice for Bella — Jeff Daniels or Other Rep <br />c. Community Member TBD (Appointed by the BOC) <br />d. Community Member TBD (Appointed by the BOC) <br />e. Other Rescue Groups as Recommended by the Committee <br />4. Initial Objectives: <br />a. Conduct review of other successful "No -Kill' programs across the US. Determine <br />what were the critical things that were done to make them successful, as well as <br />challenges they faced in creating their programs. <br />b. Is the proposal presented to the APPAC at the July 17 meeting a valid concept of <br />organization? <br />c. What cost, if any, would be incurred by Cabarrus County to establish and maintain a <br />program in the community. <br />d. What would the organization look like that would be established? # paid vs. # <br />volunteer positions? <br />e. What responsibilities would be borne by the new organization, vs. the community <br />rescue organizations? <br />f. What would be the space needs for the organization? Could the job be performed in <br />the current animal shelter? <br />g. Other than initial seed moneys from the Board of Commissioners, as well as moneys <br />saved from reduced euthanasia and cremation costs, how is the best way to raise <br />funds? Licensing? Voluntary contributions? <br />h. Should the organization take over the Cabarrus County Spay /Neuter Clinic from the <br />Humane Society? <br />i. Should the program be directly under the county government, or spun off as a <br />separate non - profit? <br />5. If Community Wide Adoption Program is approved by the Board — <br />a. Using the Asilomar Accords, develop guiding principles for the program. <br />b. Develop the organizational structure for the organization. <br />c. Develop the certification criteria for the community rescue organizations. <br />d. Develop the process for managing animals collected by or surrendered to Animal <br />Control, until transferred to Rescue Organizations. <br />e. Identify, interview, and recommend for hiring the director for the program. <br />f. Act as the board of directors for the Community Wide Animal Adoption Program. <br />G -4 <br />Page 250 <br />
