MEMORANDUM <br />To: Cabahrus County Board of Commissioners <br />From: Kassie G. Watts, AICP /Senior Planner <br />Subject: Consent Agreement and School Capacity Information for Deer Run Phase 3 <br />Subdivision <br />Date: 8/27/2010 <br />The Deer Run Phase 3 subdivision was approved by the Town of Midland Planning and Zoning <br />Board on June 3, 2008. The project consists of 14 single - family residential lots on +/- 22.93 acres <br />located on White Tail Lane. The specifics of the agreement are as follows: <br />• Developer — Sumurerhill Developers, Inc., 14675 Hopewell Church Road, N idland, NC <br />28107. <br />• Payment of $4,034.00 per lot to be paid prior to final platting. <br />• Proposed build out schedule is no more 7 single - family lots to be platted in 2010; and, no <br />more than 7 single - family lots to be platted in 2011. <br />The APFO worksheet filled out by Mr. Robert Kluttz with Cabarrus County Schools indicates that <br />schools impacted by the Deer Run Phase 3 subdivision are currently functioning at the following <br />capacities: <br />Bethel Elementary School — 78.69% <br />C.C. Griffin Middle School — 126.44% <br />Central Cabamis High School — 82.71% <br />Including previously approved subdivisions and additional capacity from funded improvements in <br />the 2009 -2010 Capital Improvement Plan (CIP), these schools will be functioning at the following <br />capacity upon completion of the Deer Run Phase 3 subdivision: <br />Bethel Elementary School — 148.083% <br />C.C. Griffin Middle School — 182.56% <br />Central Caba r us High School — 130.55% <br />The Capital Improvements Plan (CIP) includes the AT. Allen E lementary School replacement, projected <br />to open in Au" 2010. Seating Capacity will be increased from 483 seats to 1000 seats, enabling the 95 <br />satellite students at Bethel Elementary to return to AT. Allen Elementary. The Patriots Elementary <br />School, adjacent to C.C. Griffin Middle School, is also projected to open in August 2010 with capacity for <br />1000 students. When this new elementary school opens, 100 students will be transferred from Bethel <br />Elementary School to the new Patriots Elementary School due to redistricting. These schools would <br />relieve AT. Allen, Bethel, Harrisburg and Rocky River E lementary Schools. <br />The CIP also included Hickory Ridge Middle School, proposed to open in August 2010 with capacity for <br />1200 students. When this new middle school opens, 900 students will be transferred from C.C. <br />Griffin Mddle School to the new Hickory Ridge Middle School due to redistricting. <br />Cabamhs County Schools operating at 110% capacity are considered to be operating at the maximum <br />capacity. <br />APYinug number 1 <br />G -5 <br />
