Selection Criteria: <br />The library will base the selection on: <br />• Functionality for the library (Scored as described by weighting methodology below) <br />• Platform suitability (operating system and database) <br />• 3rd Party Product Support (how much of the product(s) are supported by the vendor and <br />those by 3rd party) <br />• Ease -of -use for staff and public <br />• Initial, add -on subsystems and 5 year costs <br />• Age of system and suitability for projected length of relationship with vendor <br />• Customer Support Metrics <br />• References <br />Weighting Methodology <br />In making the final decision, after the vendor meets the above requirements, the Board of Trustees of the <br />Springfield Free Public Library and the Township of Springfield will rate vendors' responses utilizing the <br />following grading methodology: <br />A. Viability of the vendor (10 points) — based on the business profile provided by the vendor, additional <br />financial information that may be researched by the Springfield Free Public library; client list showing <br />public libraries of comparable size that have completed successful migrations, particularly from Sirsi /Dynix <br />Horizon to the proposed product; references from the current client list; completeness of response. <br />B. Cost (40 points) — Costs must include the initial purchase and installation. All costs to meet the <br />proposed configuration including all hardware, software, data conversion, installation, training and <br />maintenance. In addition, all costs including those for travel and accommodations must be clearly <br />defined. If the proposed system requires that the library purchase hardware, software, provide specialized <br />training for staff or employ staff expressly to meet the requirements of running this system, these costs <br />must be included. Two years of maintenance costs must be specified and included in the total cost. Once <br />a purchase order is issued, there is no opportunity to make change orders for additional charges incurred <br />by the vendor. Points in this section will be awarded as follows: the lowest viable bid will receive 25 <br />points. Bidders other than the lowest will then be ranked in order of the amount of the bid with the second <br />lowest bid receiving 20 points, the third lowest 15 points, etc. An additional fifteen (15) points will be <br />awarded to the vendor offering the lowest two year licensing /maintenance costs. Second lowest <br />maintenance, etc. will be scored at 10 points, 5 points, etc., as above. <br />C. Specifications (30 points — System specifications as described below will be tabulated according to <br />the number of responses in each response category (A, O, T, D, N). The vendor with the most responses <br />meeting the requirements will receive thirty points. <br />D. Special considerations (20 points) — Response to items of special interest and concern to the <br />Springfield Free Public Library will be scored as follows: high degree of customization (5 points), ease <br />of use for staff and patrons (5 points), service hours and response time (5 points), child - friendly <br />interface (5 points).
