Section I <br />Introduction <br />ursuant to NC General Statute 130A- <br />309.09A(b), each unit of local government <br />is required to develop a Ten Year Solid <br />Waste Management Plan and update the Plan <br />every three years. In Cabarrus County, the original <br />plan was adopted in 1997 and was updated in 2000, <br />2003, and 2006. This 2009 Update, completed in <br />cooperation with all 4 local municipal <br />governments, was prepared in accordance with the <br />latest Ten Year Solid Waste Management Plan <br />Guide. The Plan presents a progressive vision for <br />managing solid waste in Cabarrus County through <br />the development of intended actions within <br />fourteen solid waste planning elements. <br />1.1 Organization <br />The 2009 Update is organized into five sections as <br />noted below: <br />■ Town of Harrisburg <br />■ City of Kannapolis (Cabarrus County) <br />■ Midland <br />■ Town of Mount Pleasant <br />The municipal governments participated in the <br />Plan preparation by working individually with the <br />County's consultant to review their solid waste <br />programs, provide updates on previous intended <br />actions, and develop new intended actions. <br />Cabarrus County personnel oversaw and <br />participated in the Plan's development, and <br />recommended the Plan for adoption by the elected <br />officials of each local government. <br />A draft of the Plan was placed in the County <br />Manager's office and each jurisdictions <br />Section 2 presents a summary of waste reduction <br />and management goals; <br />Section 3 characterizes the County's solid waste <br />stream and provides a description of the flow of <br />solid waste; <br />Section 4 presents a summary of each jurisdictions <br />program with regard to the fourteen planning <br />elements and provides current intended actions; <br />and <br />Section 5 provides information about the current <br />cost of solid waste programs. <br />Appendices to this Plan provide supporting <br />information used in developing the Plan. <br />1.2 Participants <br />This Plan addresses the waste management <br />planning needs and requirements of Cabarrus <br />County and all 4 municipal governments which <br />include: <br />M <br />government building for public review and <br />comment. The draft Plan was also posted on <br />Cabarrus County's web site. A paid advertising <br />notice of the opportunity to comment on the plan <br />at the public meeting was placed in the following <br />paper (see notice in Appendix B): <br />■ Independent Tribune <br />A public meeting was hosted at the County <br />government building on June 4, 2009 from 4:30 pm <br />to 6:00 pm. Additional opportunities for public <br />input in the planning process were provided at <br />each meeting of elected municipal officials when <br />the draft plan was presented for review and <br />consideration.
