Section I Introduction ursuant to NC General Statute 130A- 309.09A(b), each unit of local government is required to develop a Ten Year Solid Waste Management Plan and update the Plan every three years. In Cabarrus County, the original plan was adopted in 1997 and was updated in 2000, 2003, and 2006. This 2009 Update, completed in cooperation with all 4 local municipal governments, was prepared in accordance with the latest Ten Year Solid Waste Management Plan Guide. The Plan presents a progressive vision for managing solid waste in Cabarrus County through the development of intended actions within fourteen solid waste planning elements. 1.1 Organization The 2009 Update is organized into five sections as noted below: ■ Town of Harrisburg ■ City of Kannapolis (Cabarrus County) ■ Midland ■ Town of Mount Pleasant The municipal governments participated in the Plan preparation by working individually with the County's consultant to review their solid waste programs, provide updates on previous intended actions, and develop new intended actions. Cabarrus County personnel oversaw and participated in the Plan's development, and recommended the Plan for adoption by the elected officials of each local government. A draft of the Plan was placed in the County Manager's office and each jurisdictions Section 2 presents a summary of waste reduction and management goals; Section 3 characterizes the County's solid waste stream and provides a description of the flow of solid waste; Section 4 presents a summary of each jurisdictions program with regard to the fourteen planning elements and provides current intended actions; and Section 5 provides information about the current cost of solid waste programs. Appendices to this Plan provide supporting information used in developing the Plan. 1.2 Participants This Plan addresses the waste management planning needs and requirements of Cabarrus County and all 4 municipal governments which include: M government building for public review and comment. The draft Plan was also posted on Cabarrus County's web site. A paid advertising notice of the opportunity to comment on the plan at the public meeting was placed in the following paper (see notice in Appendix B): ■ Independent Tribune A public meeting was hosted at the County government building on June 4, 2009 from 4:30 pm to 6:00 pm. Additional opportunities for public input in the planning process were provided at each meeting of elected municipal officials when the draft plan was presented for review and consideration.
