Section 5 <br />Program Costs and Financing <br />he local governments of Cabarrus County <br />provide a variety of solid waste services, <br />some of which are self - performed while <br />others are contracted to private haulers. The <br />following paragraphs and tables present and <br />compare program costs and residential user fees. <br />5.1 Summary of Program Costs <br />Table 5 -1 describes annual costs per household of <br />solid waste collection and disposal, reduction, <br />reuse and recycling, and mulch/ compost programs <br />where they exist. The primary source of data was <br />the FY 2007 -08 Solid Waste Management Annual <br />Reports in addition to input from local jurisdiction <br />staff. <br />collection, recycling, and yard waste where <br />applicable. <br />Of the 4 municipal jurisdictions, only one self - <br />performs their weekly garbage collection. The <br />remaining three jurisdictions contract service to <br />either Waste Management (one) or Allied Waste <br />(two). In general, monthly charges per resident for <br />weekly garbage collection are uniform, with an <br />average of $7.81 a month. Recycling charges are <br />included with monthly garbage collection fees by <br />two of the municipalities. One municipality <br />contracts with a local contractor to collect <br />recyclables weekly for a cost of $2.00 to residents <br />and businesses. <br />It should be noted that each programs operation <br />practices and costs are unique depending on the <br />types of services they provide, how the service is <br />delivered, and how costs are grouped/ reported on <br />the State's forms. Also, collection contract costs <br />may include limited service to commercial entities <br />which may artificially raise unit costs. Therefore, <br />caution should be exercised when comparing these <br />costs. <br />Table 5 -1 shows that the program cost and fees are <br />widely variable across the jurisdictions. The overall <br />program cost per household ranges from $50.23 <br />(for Cabarrus County) to $166.79 (for City of <br />Kannapolis). All of the jurisdictions fund the <br />program through their general fund/ property <br />taxes. <br />5.1.1 Comparison of Contract Services Costs <br />In addition to program costs per household, a <br />comparison of local contract services costs was also <br />prepared for this Plan Update. Table 5 -2 provides a <br />summary of the data collected for all jurisdictions <br />that contract their solid waste services. Per <br />household charges are provided for garbage <br />5.2 County Enterprise Fund <br />Cabarrus County operates its solid waste program <br />as an enterprise fund. Revenue are generated from <br />tipping fees, sale of recyclables, grants, volume and <br />weight based fees, tire and white goods taxes, and <br />other minor sources.
