GENERAL ORDER 1100 -04 <br />6. Responsibilities of the Chief of Police include: <br />(a) If deemed necessary, report to the scene and assume command. If assumption of <br />field command is not required, the Chief will report to the KPD Command Center at <br />.Police Headquarters; <br />(b) Review all action taken and coordinate with the Incident Commander to make any <br />needed adjustments to the incident action plan; <br />(c) Authorize activation of additional Incident Command System components as <br />appropriate; <br />(d) Notify the City Manager if conditions at the scene or severity of the incident warrants; <br />(e) In the event that the City's Emergency Operations Center (50C) is activated, the Chief <br />of Police will report to that location and serve as law enforcement liaison to the City <br />Manager in coordinating response activities under the Emergency Preparedness Plan. <br />During an EOC activation, the Chief of Police will continue to exercise final authority <br />over all law enforcement operations, however the Field Operations Bureau <br />Commander will assume responsibility as the on -scene Incident Commander. <br />C. INCIDENT COMMAND <br />1. The Police Department will employ the incident Command System (ICS) as a model tool for <br />command, control, and coordination of the response to major incidents. This formal system of <br />event organization and management will enable,the agency to effectively use all available <br />resources. The ICS serves as a method to coordinate the efforts of the Police Department and <br />other outside agencies as they work toward the common goals of stabilizing the incident and <br />protecting life, property, and the environment. <br />2. The ICS will be utilized for all operations requiring a unified command structure, and for <br />operations requiring a Level 2 or Level 3 mobilization. When ICS is needed, the procedures <br />outlined in General Order 1100 -08 (Incident Command System) will be followed. <br />3. The Chief of Police will exercise overall command and control of all civil law enforcement <br />resources committed to disaster response within the City of Kannapolis. This overall command <br />and control includes law enforcement personnel from outside agencies responding pursuant to <br />a mutual aid request. In the absence of the Chief of Police, the protocol for command <br />succession as specified in General Order 200 -02 (Command and Supery ision) will be <br />observed. <br />4. When necessary, an emergency Command Center will be established at the police <br />department. The purpose of the KPD Command Center will be to coordinate the exchange of <br />information between Police Headquarters, the Incident Command Post, and the City EOC (as <br />.applicable). <br />5.
