Annex E: Municipal Mitigation Plan <br />I. Purpose. <br />To provide information on municipal hazard mitigation planning <br />II. Situations and Assumptions. <br />A. 1 he six municipalities within Cabarrus County are required by the State of North <br />Carolina to submit a hazard mitigation plan. The City of Concord and the City of Kannapolis <br />have chosen to submit separate plans and those plans are not included in this annex. The <br />Town of Locust is included in Stanly County's Hazard Mitigation Plan. <br />B. The towns of Mount Pleasant, Harrisburg, and Midland are included in the county plan, as <br />these towns rely on Cabarrus County Government for emergency management, law <br />enforcement, emergency medical service and municipal planning support. <br />C. The municipalities of Mount Pleasant, Harrisburg, and Midland are local government <br />bodies each with a City Council -Mayor form of government. The city council is the <br />decision - making body for each of these municipalities. An appointed municipal Planning and <br />Zoning Board or Commission serves as an advisory body to the council on planning matters. <br />Each of these municipalities has a small staff to carry out day -to -day administrative <br />activities. Cabarrus County Government supports these three municipalities by providing <br />services from the county's staff departments to provide services and conduct operations that <br />the municipalities are not organized to perform. This is done through contracts between the <br />county and the municipalities. These municipalities have some planning, zoning or <br />emergency management capabilities and the Cabarrus County Commerce Department and <br />Emergency Management Department provide the additional support required, based on input <br />from those local governments. <br />III. Concept <br />A. The towns of Mount Pleasant, Harrisburg, and Midland have adopted the Unified <br />Development Ordnance, the county ordinances on flood damage prevention, building and <br />building inspection, manufactured homes and trailers, and subdivisions. The town of <br />Midland has developed its own ordinances for Subdivisions, Mobile Home and Mobile <br />Home Parks, and Zoning. The Flood Hazard Areas for the included jurisdictions are <br />illustrated on Maps E -1, E -2 and E -3. <br />B. These towns will follow the basic guidelines and mitigation strategies included in the <br />county hazard mitigation plan. The strategies for each municipality support the overall <br />county hazard mitigation strategies. <br />C. The towns may add additional ordinances and specific mitigation strategies, as they deem <br />necessary. <br />(W D.
