Dubois, Deputy County Manager <br />Subject: Offsite Inmate Housing cost <br />On August 2, 2010, the Sherrill gave an update on the inmate population in the Cabarrus County <br />jail. He discussed the population figures: overcrowding in the old jail; the female inmate <br />population; agreements with surrounding counties to house inmates, including restrictions, price, <br />and distance /transportation of inmates to and from these facilities. No action was taken as <br />funding was still available. <br />The number of inmates and the number of billable days for inmates has increased each month <br />since July 2010. The County started out in July with 73 inmates housed at other county jail <br />facilities and has increased each month. In October, the County had 179 inmates housed at other <br />counties. The total number of days Cabarrus County has been billed for has also increased each <br />month as indicated in the following chart. <br />The jail is also housing more female inmates. In the past, only two blocks (9 beds) and 8 single <br />cells were needed. Now, three blocks (27 beds) and 8 single cells are required and some <br />inmates are still sleeping on the floor. <br />A higher than expected population at the jail has resulted in transferring more inmates to other <br />county jails for housing than planned. The estimated cost of housing these additional inmates in <br />jails in other counties for the remainder of the fiscal year is $975,000, which represents a savings <br />of approximately $375,000 over the other alternative, which is opening the new jail 1.5 months <br />earlier than planned. <br />A request is submitted for $975,000 of additional monies appropriated from fund balance to cover <br />the balance of offsite inmate housing for the remainder of the fiscal year. These funds will be <br />restricted for this specific purpose and cannot be transferred to cover other line item budgets.
