CAPITAL IMPROVEMENT PROGRAM
<br />Cabarrus Soccer Association for the completion of
<br />this project. According to the approved agreement,
<br />the City and CSA will each reimburse Cabarrus
<br />County $300,000 over a six -year period or a total of
<br />$600,000 toward this project. Proposed project
<br />elements include turf improvements/renovations,
<br />installing accessible sidewalks, tree landscaping, and
<br />a picnic shelter. There will be no significant
<br />operational budget impact from these improvements
<br />to the park.
<br />Harrisburg School Park
<br />This project consists of improvements to the park at
<br />Harrisburg School. The Harrisburg Youth League, as
<br />an active partner, purchased an additional 2 acres
<br />(approximately) of adjoining land that allowed for a
<br />four -field athletic complex to be constructed on the
<br />site. In 1999 -2001, the BOC approved fiends to
<br />construct a four field baseball/softball complex which
<br />included lights, fencing, bleachers, irrigation, turf
<br />improvement, and gymnasium scoreboard/bleachers.
<br />In 2003 -2004, the Cabarrus County Board of
<br />Commissioners approved funds to construct a
<br />concession/restroom building for the four -field
<br />complex. Harrisburg Youth League provided
<br />additional funds ($37,618) to construct a second story
<br />on this multipurpose building. Remaining items
<br />needed for project completion include lighting,
<br />fencing, irrigation, and turf for two ball field- soccer
<br />combo fields, a paved perimeter trail, and signage.
<br />The only impact on operational budget when these
<br />items are completed will be the utilities for the
<br />lighting.
<br />Frank Liske Park Softball Field Renovations
<br />Tito proposed project includes renovations of three
<br />softball fields with turf improvements, replacement
<br />fencing, and dugouts. This project has no significant
<br />operational budget impact.
<br />Frank Liske Park Ball Field Light Replacement
<br />The project includes the replacement of wooden light
<br />poles (Fields #I & #2) with new lights, poles and
<br />wiring systems. This project has no significant
<br />operational budget impact.
<br />Frank Liske Park Soccer Complex (New Facility)
<br />In 2000, Cabarrus County formally obtained a
<br />twenty-five year lease from the State of North
<br />Carolina of 39 acres of land for a soccer complex.
<br />An eleven -field soccer complex has been constructed
<br />on this leased land and on the adjoining land at Frank
<br />Liske Park. The complex was opened in August
<br />2002. Cabarrus County has entered into a joint
<br />partnership with the City of Concord and the
<br />Pharr Mill Road Park
<br />In 2001, Canterfield, LLC donated 37.4 acres of
<br />undeveloped land located on Pharr Mill Road
<br />adjacent to Rocky River for a public park. Included
<br />in the plan were: grading, parking lots,
<br />restroom/vending/picnic shelter, playground, picnic
<br />sites, trails and boardwalk, fishing pier, pond
<br />improvements, volleyball courts and horseshoe pits.
<br />The park is scheduled to open in Spring 2007. A
<br />grant was awarded in the amount of $250,000 for
<br />assistance in completion of this park. Additional
<br />grounds maintenance and utilities will be required in
<br />the annual budget.
<br />Odell Youth Athletics Facility /Cox Road
<br />Elementary School
<br />The Odell Recreation Association is one of the
<br />largest volunteer youth athletic associations in
<br />Cabarrus County. This association currently utilizes
<br />the four youth athletic fields at Odell Elementary
<br />School, as well as the temporary field at Harris Road
<br />Middle School for games and practices. After
<br />January 2008, the current Odell School Site will not
<br />be available. Staffs from Cabarrus County, School
<br />System, and Youth Association worked together to
<br />develop a plan for relocating these athletic facilities
<br />to undeveloped land located at Cox Mill School Site.
<br />In January 2006, the Cabarrus County Board of
<br />Commissioners approved $2.6 million dollars in
<br />funds for constructing this complex at Cox Mill
<br />School. In addition, the Cabarrus County Board of
<br />Education endorsed the proposed plan of action for
<br />relocating Odell School facilities to Cox Mill School
<br />Site. The proposed facilities include the following:
<br />three baseball /softball fields, one combination
<br />baseball/soccer field, two soccer fields,
<br />concession/restrooms building, accessible sidewalk
<br />system to all fields/school/parking/building, and
<br />roadway /parking area. The preliminary schedule to
<br />open the complex is Spring 2008. Although this is a
<br />replacentent/relocation project, there may be some
<br />additional grounds maintenance and utilities required
<br />in the annual budget once the project is completed
<br />based upon total size and acreage.
