HARRISBURG AREA LAND USE PLAN <br />Charlotte Motor Speedway was designed and built in 1959. The Speedway <br />facility has a seating capacity of 140,000 and features a 1.5 mile quad <br />oval track. In addition, a 2.25 -mile road course and a dirt track (four - <br />tenths -mile clay oval, stadium -style facility with a seating capacity of <br />14,000 seats) are found at the facility. A recently completed expansion <br />added a drag strip to the complex, the zMAX Dragway, in 2008. It <br />features a four -lane, all concrete quarter -mile dragway with a seating <br />capacity of approximately 30,000. <br />Several major events are hosted each year, along with weekly and <br />evening events. Major events include three NASCAR Sprint Cup Series <br />events, two NASCAR Nationwide Series races, a NASCAR Camping World <br />Truck Series event and two NHRA Full Throttle Drag Racing Series events. <br />Each year, two of the nation's largest car shows and swap meets are held <br />at the facility. Driving and racing schools and other organizations use the <br />track throughout the year. The Speedway facility is used more than 300 <br />days per year. <br />2.2.2 Development Potential <br />Available Land <br />The Existing Land Use Map (Figure 2), which is based on parcel data collected <br />and maintained by the County Tax Assessor's office, indicates that <br />(W approximately 6,084 acres (or 36% of the land in the planning area) are <br />classified as undeveloped. (For the purposes of this planning effort, <br />"undeveloped" refers to any parcel that either has no structure on it or is not <br />classified as a "tax deferred parcel" in agricultural use.) However, the <br />undeveloped land may not be an accurate representation of the land that is <br />actually available for future development. Some parcels that have been <br />developed for one or more uses may be suitable for redevelopment or infill <br />development to better utilize the land. Assuming that all parcels having a <br />structure (or structures) whose total value is equal to or less than 40% of the <br />land value are considered underutilized, approximately 150 parcels could be <br />considered for future redevelopment or infill development. This would expand <br />the total land supply to approximately 10,653 acres (or 63% of the land in the <br />planning area). <br />Not all such land may be available or suitable for future development due to <br />environmental or regulatory constraints. For the purposes of this planning <br />effort, the following constraints were defined. <br />No -build Constraints (cannot support development): <br />• Water bodies - All rivers, streams, creeks, lakes, ponds, and <br />impoundments. <br />• Stream buffers - Roughly based on adopted county and town <br />ordinances, a 50 -foot buffer along perennial streams (measured from <br />centerline of stream due to data limitations), lakes, ponds, and <br />PART II: EXISTING CONDITIONS <br />AUGU NMIM number 1 <br />G -1 Page 320 <br />
