HARRISBURG AREA LAND USE PLAN <br />Gas service is provided by PSNC Energy. Like the power transmission line, a major <br />gas line also bisects the planning area. <br />Refer to Figure 8, Utilities. <br />Government Services <br />a. Town of Harrisburg <br />The Town of Harrisburg has a Mayor - Council form of government with eight <br />elected officials (the Mayor and seven council members) and three appointed <br />boards: Planning & Zoning /Board of Adjustment, Parks & Recreation Advisory <br />Board, and the Fire Department Advisory Board. The town meets several of <br />its population's needs through six departments: Finance, Fire, Parks & <br />Recreation, Planning & Zoning, Public Works, and Water & Sewer. Most <br />departments are housed in Town Hall located in the Harrisburg Town Center. <br />b. Cabarrus County <br />Cabarrus County government is led by a five - member Board of <br />Commissioners. Among its many duties, the board is responsible for <br />establishing goals and objectives to direct the County's growth and <br />development and for adopting and providing for ordinances. County staff <br />supports the board in fulfilling these specific responsibilities through long <br />range planning for the unincorporated areas of the county and regular <br />updates to and administration of adopted ordinances. The County <br />departments that support or complement the Town's functions include the <br />following: <br />• Commerce (Planning) <br />• Cooperative Extension <br />• Emergency Management <br />• Emergency Medical Services <br />• Library System <br />• Parks <br />• Register of Deeds (land records) <br />• Soil and Water Conservation District <br />• Sherriff <br />Given the limited capacity of some of the smaller municipalities to carry out <br />planning and other local government functions, the County provides <br />assistance to those communities. Harrisburg was once one of those <br />communities to which the County provided planning assistance. While the <br />Town of Harrisburg assumed responsibility for planning within its jurisdiction <br />within the last decade and now performs a wide range of duties including <br />reviewing site plans, processing subdivisions, issuing zoning compliance <br />permits. The Town and the County coordinate efforts frequently, as <br />evidenced by this planning process, which is an update to a previous plan <br />also developed through a joint effort. <br />PART II: EXISTING CONDITIONS <br />AUGU Attaa Oenq number 1 <br />G -1 Page 343 <br />
