® HARRISBURG AREA LAND USE PLAN <br />PART VI: RECOMMENDATIONS <br />AND IMPLEMENTATION STRATEGIES <br />The following is a set of recommendations established <br />through the Harrisburg Area Land Use Plan process, beginning <br />with ideas gathered during the charrette held in February <br />2010 and refined with input from the Advisory Committee and <br />elected and appointed officials in meetings following the <br />charrette and from citizens attending the community meeting <br />held on March 3, 2010. <br />The recommendations are supplemented by specific strategies, or action steps, that will <br />aid in the realization of the vision reflected in the plan. The recommendations and <br />strategies are in no particular order; they are presented in a menu -style format, designed <br />to allow those involved in implementation to evaluate each to determine priorities and <br />identify short-, mid -, and long -term tasks. <br />6.1 LAND USE <br />(LU -1) Recognize the value of existing agricultural land and protect it for <br />future agricultural uses, and maintain agriculture as a viable component <br />of the county's economy, based on the pattern expressed on the <br />Harrisburg Area Land Use Map. <br />■ Keep residential density very low where agricultural land use predominates to <br />reduce conflicts between neighborhood residents and common agricultural <br />practices. <br />■ Protect existing agricultural operations from encroachment of development, <br />particularly new residential subdivisions. <br />o Increase awareness of voluntary agricultural districts and the benefits to <br />increase the number of properties in agricultural use —and increase <br />geographic area —in the program. <br />o Consider critical mass of lands necessary for viable agriculture in <br />conservation programs and future planning efforts. <br />■ Protect prime farmland soils and soils of statewide importance. <br />o To enhance the effectiveness of existing regulations that include prime <br />PART VI: RECOMMENDATIONS AND IMPLEMENTATION STRATEGIES <br />AUGUST 2010 <br />Attachment number 1 <br />G -1 Page 362 <br />
