HARRISBURG AREA LAND USE PLAN <br />■ Modify zoning districts as needed to ensure consistency in development standards <br />so that, in the event of an annexation, properties converting from a County district <br />to a Town district will not lose existing development rights. <br />■ Develop enhanced standards for all conservation subdivisions. Consult the North <br />Carolina Wildlife Resources Commission's Green Growth Toolbox, particularly <br />Section 5: Greening Development Review and Site Design, for recommended <br />specifications for enhanced conservation - oriented standards. Consider standards <br />that address or improve upon the following: <br />• Open space (For example, 75% in contiguous tract, 25% accessible to <br />homeowners {trails, greenbelts}, no lot further than 1 /4 -mile from open <br />space); <br />• Adequate protection of stream buffers; <br />• Restoration /enhancement of degraded streams; <br />• Conservation of floodplains; <br />• Conservation of state - identified Significant Natural Heritage Areas; <br />• Preservation or enhancement of rural character viewsheds (See Appendix <br />C.); <br />• Protection or enhancement of scenic road corridors; <br />• Perimeter compatibility; <br />✓ Mitigation of visual impacts to public rights -of -way; <br />✓ Mitigation of visual impacts to adjacent homes and neighborhoods; <br />• Preservation of historic sites and structures; <br />• Undergrounding of utilities; <br />• Street trees; <br />• Connectivity; <br />• Tree protection; and <br />• Site design (For example, corner lot treatments and front yard trees.). <br />PART VI: RECOMMENDATIONS AND IMPLEMENTATION STRATEGIES <br />AUGUST 2010 <br />Attachment number 1 <br />G -1 Page 369 <br />
