HARRISBURG AREA LAND USE PLAN <br />The Town of Harrisburg has invested considerably in the area of town identified in the <br />Harrisburg Area Land Use Map as "downtown." This area has become the community's <br />civic hub and is emerging as its business center with a concentration of residents. <br />By virtue of these attractions, downtown Harrisburg is the community's most important <br />destination; mobility through the downtown must therefore not come at the expense of <br />access to it. The best solution is a highly interconnected network of streets offering <br />multiple routes to destinations throughout the district. <br />The notion of multiple routes applies for pedestrians as well as motorists. The project <br />team therefore developed conceptual illustrations depicting multiple crosswalks across NC <br />Highway 49 and framed the corridor with mixed use buildings. Guiding commercial and <br />office development, with residences in upper stories, to the sidewalk alongside the road <br />would calm traffic and encourage pedestrian activity throughout the downtown area. The <br />bulk of these buildings near the road, combined with pedestrian activity leading into their <br />front doors, would provide a sense of arrival into the heart of Harrisburg and signal to <br />motorists that they have entered a place of activity and interest and help calm traffic. <br />Realization of this conceptual scenario would occur over time, as private landowners <br />choose to redevelop commercial sites in the corridor. Green spaces could be components <br />of private development. <br />Illustration 8.8 conceptually depicts NC Highway 49 through downtown Harrisburg, complete with textured <br />crosswalks and street trees.
