Memo To: Cabarrus County Board of Commissioners From: Susie Morris, Planning and Zoning Manager CC: File Date: 11/18/2010 Re: Harrisburg Area Land Use Plan Update The Harrisburg Area Plan Update project is complete. This project started in July of 2009 and has taken approximately 18 months to complete. The plan is intended to be co- adopted by the Town of Harrisburg and Cabarrus County. Direct mailings, email blasts, a project web site and a Facebook page were all used as communication tools to encourage citizens to attend meetings and to participate in the planning exercise. Public participation during this process was outstanding. Over 150 people attended each working Community Meeting at the Harrisburg Elementary School (3 meetings) and 120 people attended the Open House at the Harrisburg Library to comment on the final draft document and maps. Citizens also had the opportunity to participate in the process by commenting in an on -line "virtual meeting" space (see hftp://planning.cabarruscounty.us/Hardsburg/default.asp ). Throughout the course of the project, seven (7) joint meetings were held with the HALUP Advisory Committee, Elected Officials (Board of Commissioners, Town Council, School Board, Water and Soil Conservation District), Appointed Officials (Planning and Zoning Commissions, Watershed Improvement Commission), LandDesign, Inc and support staff from the County and the Town. A joint meeting was held with the Planning and Zoning Commissions from both jurisdictions on September 16, 2010 where the final draft document was presented by Land Design, Inc. staff. County and Town staff were available to answer questions about the proposed plan as well. The County Planning and Zoning Commission voted that same night to forward the plan to the BOC for consideration. The Harrisburg Planning and Zoning Commission voted at their regular meeting on October 19, 2010 to forward the plan to the Harrisburg Town Council. County and Town staff were available at the Harrisburg Planning and Zoning Commission meeting to answer questions. The revised Harrisburg Area Land Use Plan is now ready for consideration by the Board of Commissioners. A copy of the complete Harrisburg Area Land Use Plan is attached for your reference. The plan reflects current trends in the planning area and recognizes opportunities for future growth. It also provides a level of certainty to citizens regarding densities and permitted land uses within the planning area. Once adopted, this plan, representing the community vision for the planning area, will be used as a guide by Appointed and Elected Officials for decision making regarding proposed land use and development.
