Resolution No. 2011- <br />A RESOLUTION ADOPTING THE 2010 UPDATE <br />OF THE <br />CABARRUS COUNTY MULTI - JURISDICTIONAL <br />HAZARD MITIGATION PLAN <br />WHEREAS, the President of the United States signed into law the Disaster Mitigation Act of 2000 <br />(PL 106 -390) in October 2000, amending the Robert T. Stafford Disaster Relief and Emergency Act <br />of 1988, which among other provisions requires local governments to adopt a mitigation plan in <br />order to be eligible for hazard mitigation funding; and <br />WHEREAS, the North Carolina General Assembly passed Senate Bill 300 in June of 2001 that <br />among other provisions required local governments to approve a hazard mitigation plan before <br />August 1, 2002 in order to receive state public assistance disaster funds; and <br />WHEREAS, Cabarrus County, with the Towns of Harrisburg, Midland and Mt. Pleasant, developed <br />and adopted the Cabarrus County Hazard Mitigation Plan in 2004; and <br />WHEREAS, Federal mitigation planning regulations require local mitigation plans to be updated and <br />resubmitted to FEMA every five years in order to maintain eligibility for hazard mitigation assistance <br />programs; and <br />WHEREAS, the North Carolina Division of Emergency Management has provided assistance in the <br />process of updating local hazard mitigation plans; and <br />WHEREAS, the Cabarrus County Emergency Management Department, the Cabarrus County <br />Commerce Department, and the Towns of Harrisburg, Midland and Mt. Pleasant have worked <br />together to complete a comprehensive review and evaluation of each section of the previously <br />adopted Hazard Mitigation Plan and have updated the Plan as required by 44 CFR Part 201; and <br />WHEREAS, the draft plan has been reviewed and approved by the Federal Emergency Management <br />Agency, pending adoption by each of the local governments involved. <br />NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of Commissioners: <br />1. Reaffirms its commitment to local hazard mitigation planning as a logical means of protecting <br />people and property from the potential, devastating effects of natural hazards. <br />2. Adopts the 2010 update of the Cabarrus County Multi - Jurisdictional Hazard Mitigation Plan. <br />3. Agrees to take other official action as may be reasonably necessary to carry out the objectives of <br />the Hazard Mitigation Plan. <br />Attachment number 1 <br />F -6 Page 58 <br />
