EXECUTIVE SUMMARY <br />The Cabarrus County Hazard Mitigation Plan was produced through the joint efforts of the <br />Cabarrus County Emergency Management Department, Commerce Department, with the <br />assistance of the town governments of Mount Pleasant, Harrisburg, and Midland. The cities of <br />Concord and Kannapolis are developing their own mitigation plans and are not included in the <br />county plan. <br />This plan is a revision of the current Hazard Mitigation Plan. The plan is required to make the <br />county eligible for federal and state public assistance funds in the event of an emergency <br />situation. <br />The Hazard Mitigation Plan includes the efforts of the municipalities of Mount Pleasant, <br />Harrisburg, and Midland as well. These areas are subject to the same hazards as the remainder <br />of the county. While the county provides emergency management to these municipalities, their <br />contributions to the planning and mitigation efforts are an essential part of the county plan. <br />These efforts will be integrated with the county plan to ensure a comprehensive approach to <br />hazard mitigation. <br />The basic plan outlines activities that can be implemented to reduce or eliminate exposure to <br />natural hazards. The emphasis of basic plan is to reduce exposure to flood damages. While <br />flooding is not a widespread hazard within Cabarrus County, it was identified as the natural <br />hazard most likely to impact the greatest number of citizens and the greatest land area, as shown <br />by the flooding in August, 2008. Flooding is also the only natural hazard where the area of <br />impact can be predicted given the rainfall or severe weather event and the characteristics of the <br />drainage basin. Thus, flood damage prevention has the most potential to reduce citizen exposure <br />to natural hazards. <br />This plan identifies and analyzes all nine natural hazards that could impact Cabarrus County. <br />The annexes to the plan cover hazard identification and analysis; an assessment of the County's <br />vulnerability to natural hazards; an assessment of the County's capability to address natural <br />hazards; and an evaluation of current County policies and ordinances that influence hazard <br />mitigation planning. <br />The County will be implementing the identified hazard mitigation strategies to ensure that the <br />public benefits from this planning effort. Through the implementation of this plan, all County <br />and municipal leaders — elected and appointed boards and staff — will be promoting the public <br />health, safety, and welfare. <br />ry <br />Attachment number 3 <br />F -6 Page 64 <br />
