Commerce Department <br />Memo <br />To: Cabarrus County Board of Commissioners <br />From: Susie Morris, Planning and Zoning Manager <br />CC: File <br />Date: 11/18/2010 <br />Re: Planning and Zoning Commission Appointment and Assignment Changes <br />Due to boundary adjustments for Cabarrus County planning areas during the last two long range <br />planning projects, Planning and Zoning Commission member assignments need to be modified. The <br />boundary adjustments were required so that County long range planning areas reflect the annexation <br />and utility agreements in place between jurisdictions that are utility providers. These agreements <br />between the towns and cities determine where utilities will be provided and by whom and where the <br />town or city limits will be delineated in the future as annexations occur. <br />Staff requests that the Board of Commissioners consider the following changes and one new <br />Commission member appointment. These changes will provide the assignments necessary to <br />distribute the existing members appropriately and to fill the vacancy left by Mr. Baucom's resignation <br />from the Planning and Zoning Commission in September. <br />• Move Mr. Barry C. Shoemaker to the Kannapolis Area position to complete the term vacated <br />by Mr. David Baucom. <br />• Move Mr. Larry Ensley from the At Large regular member position to the Northwest Area <br />position that Mr. Shoemaker currently occupies. <br />• Move Ms. Brenda Cook from the Midland position to the At Large regular member position that <br />Mr. Ensley currently occupies to represent the Central Planning Area. <br />• Appoint Mr. Rick Price to fill the Midland Planning Area position that Ms. Cook currently <br />occupies. <br />Attachment number 1 <br />H -2 Page 676 <br />
