I have also consulted with WIC Vice-
Chairman Darrell Furr. The course of action we have come up with is for WIC to submit the attached draft endorsement
memorandum to the Board of Commissioners for a timely discussion at the 1/5 work session and possible action at the
1/20 regular meeting.
Because the appointment of Mr. Divine to a second county commission would require making an exception to past
' appointment protocol, we want to address any concerns and/or questions that the three of you may have prior to
Monday. You may want to address your comments to current WIC members Darrell Furr and Don Kelly in addition to, or
instead of, me.
t
FYI, I will be attending the annual meeting of the NC Assn of Soil & Water Conservation Districts with my board this
coming week during your work session. We will arrange for someone to be present in support of Mr. Divine's
application if you see a need.
On behalf of WIC members Furr and Kelly, thanks in advance for your consideration of this appointment. They've been
longing for help from a third member for nearly a year Howl 1've had the pleasure of providing staff assistance to a
competent, cohesive Commission for over a decade. The willingness of previous boards of commissioners to consider
WIC recommendations for appointments of WIC members-even when some of those recommendations called for
reappointment to an additional 6-year term (another appointment protocol exception)-is a major factor in
longstanding WIC effectiveness. Tommy Porter's twelve years of experience serving as a WIC member (and chairman)
are an asset as he now serves on the Planning and Zoning Commission, and WIC should similarly benefit from Gene
Divine's experience on the Planning and Zoning Commission.
1 and current/past WIC members appreciate BOC openness to and consideration of our recommendations, and we thank
you in advance for your consideration of this appointment endorsement. In light of the New Year's Day holiday this
week, Kay is hoping to include this memorandum in the work session packets on Wednesday morning (12/31).
Dennis
Dennis E. Testerman, CEE
Resource Conservation Specialist
Cabarrus S&W Conservation District
The accomplishments ...are impressive, but the challenges ahead seem equally awesome. The public Is more
concerned about resource management than at any time since the 1930's. There are more activists involved,
more organizations, more technical studies, and more "experts" on ...conservation than ever before. To many,
the challenge seems to be primarily a technical one. The history of the conservation movement suggests,
however, that such is not the case. The challenge is one of moving people to constructive action.
R. Neil Sampson.
