CABARRUS COUNTY PLANNING AND ZONING COMMISSION <br />This commission serves a key role in shaping the future development of the county as it <br />reviews subdivisions, assists in area plans, and makes land use decisions, some of which <br />are forwarded to the Board of Commissioners. The commission also serves as the Board of <br />Adjustment that hears and decides appeals of decisions by the Zoning Enforcement Officer, <br />and grants special use permits/variances. Members include a representative from each of <br />the 7 planning areas (Concord, Midland, Central, Eastern, Harrisburg, Kannapolis and <br />Northwest Cabarrus), 2 at-large representatives and 3 Alternate members. Appointments <br />are for terms of three years. <br />CONCORD PLANNING AND ZONING COMMISSION <br />The Commission guides, reviews and regulates land developments within and around the <br />boundaries of the City of Concord. The County Commissioners appoint one member who <br />resides in Concord's extraterritorial jurisdiction area for a term of three years. <br />CONCORD ZONING BOARD OF ADJUSTMENT <br />The board of adjustment hears and decides appeals from the decisions of the zoning <br />administrator; hears and decides various applications and conditional use applications; and <br />interprets the Official Zoning Map when there are disputed questions of lot lines or district <br />boundary lines and other questions that may arise in the administration of the Ordinance. <br />The County Commissioners appoint one member who resides in Concord's extraterritorial <br />jurisdiction area for a term of three years. <br />CRIMINAL JUSTICE PARTNERSHIP ADVISORY BOARD <br />The advisory board examines the local criminal justice system and identifies areas that could <br />be improved through local community-based programs. Members include the following: <br />County Commissioner; County Manager; Superior Court Judge, District Court Judge; District <br />Attorney; Criminal Defense Attorney; County Sheriff; City Police Chief; Probation Officer; <br />Community Service Coordinator; one member from the service areas of Mental Health, <br />Public Health, Substance Abuse, Employment and Training, Community Based Corrections <br />Program and Victim Services Program; Member of the Business Community, Victim of <br />Crime and other At Large Members. Appointments are for terms of three years. <br />DEPARTMENT OF AGING ADVISORY BOARD <br />This advisory board helps to determine the senior citizen activities to be provided by the <br />County as well as the activities and operation of the Senior Center. The 15-member board <br />works closely with the Department of Aging. Appointments are for terms of three years. <br />HOME AND COMMUNITY CARE BLOCK GRANT ADVISORY COMMITTEE <br />This advisory committee assists the Department of Aging with the development of the <br />County Aging Funding Plan through the Home and Community Care Block Grant for Older <br />Adults. The committee is composed of potential public and private providers of aging <br />services, elected county officials, older adults and representatives ofother aging interests in <br />the county. <br />INDUSTRIAL FACILITIES AND POLLUTION CONTROL FINANCING AUTHORITY <br />This authority provides for the issuance of revenue bonds to aid in financing (1) industrial <br />and manufacturing facilities which provide job opportunities or better ways to help alleviate <br />June 9, 2008 <br />Item# 24 <br />Attachment number 1 <br />I -1 Page 249 of 253 <br />s <br />t <br />
