l f (b) Have reasonable access to and inspect, examine and make copies of the Board of Education's books and records and accounts during the Board of Education's regular business hours, if reasonably necessary in the County's opinion; or ARTICLE XII MISCELLANEOUS 13.1 Notices. All notices, certificates or other communications hereunder shall be sufficiently given and shall be deemed given when delivered or mailed by registered mail, postage prepaid, addressed as follows: (a) If intended for the County, addressed to it at the following address: Cabarrus County Governmental Center P.O. BOX 707 Concord, NC 28026-0707 Attention: County Manager (b) If intended for the Board of Education, addressed to it at the following address: Cabarrus County Board of Education P.O. Box 388 Concord, NC 28026-0388 Attention: Superintendent 13.2 Bindin Eg ffect. This Lease shall be binding upon and inure to the benefit of the Board of Education and the County, subject, however, to the limitations contained in Article XI. 13.3. Amendments, Changes and Modifications. This Lease may only be amended, changed, modified or altered by a writing signed by both parties. 13.4 Net Lease. This Lease shall be deemed and construed to be a "net lease" and the Board of Education shall pay absolutely net during the Lease Term all other payments required hereunder free of any deductions, and without abatement or setoff. 13.5 Payments Due on Holidays. If the date for making any payment or the last, day for performance of any act or the exercising of any right, as provided in this Lease, shall not be a Business Day, such payment may be made or act performed or right exercised on the next preceding day that is a Business Day with the same force and effect as if done on the nominal date provided in this Lease.
