C <br />To: Board of Commissioners <br />From: Mike Downs <br />Deputy County Manager <br />CC: John Day <br />County Manager <br />Date: February 2, 2009 <br />Ref: Disposition of Former Bethel School <br />The following information concerning the former Bethel School located at 2240 Hwy 24-27 in Midland, <br />NC is provided as requested by the Board of Commissioner at their annual retreat on January 31, 2009. <br />Current Condition ofthe buildings and site: <br />Buildings -All buildings have been secured a number of times to prevent vandalism and to protect the <br />interior of the building from weather related events. To date, our General Services Department has <br />spent $1,700.00 ($3,000/man hours) in securing the building; boarding up windows and doors, locking <br />doors, etc. However, these efforts have not kept the building from being vandalized. Every building on <br />the site has been broken into and vandalized. Locks, external and internal doors, external and internal <br />windows, water fountains, walls, light fixtures, plumbing fixtures etc. have all be damaged beyond <br />repair. Electrical panels have been stripped of all copper wiring and then ripped of the walls. Plumbing <br />fixtures have also been stripped of any copper lines and in some cases the fixtures themselves have <br />been damaged. <br />Site -the entire site is in need of attention. Fencing has been removed by the school system for use in <br />other locations. Bleachers have been promised to some local non-profit organizations for use at their <br />locations. Ball field lights have been removed because of potential safety problems. Grass has been cut <br />periodically to keep the property in some type of order but the site is not safe to walk in some areas. <br />Broken glass, nails, etc. create potential hazards to those entering the property to maintain it as well as <br />those who enter the property illegally.
