1 <br />' <br />' <br /> <br />' MEMORANDUM <br />To: Cabarrus County Board of Commissioners <br />From: Kassie Goodson Watts/Senior Planner <br />Subject: Consent Agreement and School Capacity Information for Thompson's Lake Subdivision <br />Date: 2/23/2009 <br /> The Thompson's Lake subdivision project was approved by the Town of Nfidland Planning and Zoning <br /> Board on Febniaty 6, 2007. The preliminary plat was recently granted a twv year extension on January 6, <br />' 2009 setting a new expiration date of February 6, 2011. This subdivision project is approved for 58 single <br /> family homes on + /- 42.72 acres and is located on Bethel School Road <br />' This is the first request from the developers to enter into a Consent Agreerr~lt with the Cabarns County <br /> Board of Commissioners. This project was originally submitted for prelimuiary plat approval on <br /> December 1, 2006 and is subject to the APFO in effect prior to August 20, 2007. The specifics of the <br />' agreerr~t are as follows: <br /> ^ Developer -Flavia Thompson, P.O. Box 88, NTidland, NC 28107. <br /> ^ Developer -William Brewster Co., Inc., P.O. Box 99, Davidson, NC 28036. <br /> ^ Payment of $40,'i4 per single family lot will be due prior to Final Platting <br /> ^ Proposed build out scltedule is Calendar year 2009, no more than 71ots platted, Calendar year <br /> 2010, no more than 16 lots platted, Calendar year 2011, no more than 241ots platted, and <br />' Calendar year 2012, no more than 111ots platted <br /> The APFO worksheet filled out by IVIr. Robert Kluttz with Cabamzs County Schools indicates that <br /> schools impacted by the Thompson's Lake subdivision project are currently functioning at the following <br />' capacities: <br /> Note: These percentages aze based on the enrollment figures from January 6, 2009. <br /> Bethel E lerr~tary School - 78.69% <br />' CC Griffin Mdd1e School -129.29% <br /> Central Cabarrus High School - 79.89% <br /> Including previously approved subdivisions, these schools will be functioning at the following capacity <br />' <br />' upon completion of the Thompson <br />s Lake subdivision project: <br /> Bethel E lerr~tary School -154.84 <br /> CC Griffin Nfiddle School - 201.10% <br />' Central Cabarrus High School -117.25% <br /> The Capital Improvements Plan (CIP) includes a new elementary school in 2010 adjacent to CC Griffin <br />' Middle School with capacity for 1000 students. Land has been acquired for this project. The C[P also <br /> includes a new elementary in 2013 south of Harrisburg with capacity for 800 students. These schools <br /> would relieve AT. Allen, Bethel, Harrisburg and Rocky River E lerr~eritary Schools. The AT. Allen <br /> replacement school is projected to open in 2010 enabling the satellite students at Bethel Elerrieritary to <br />' return to AT. Allen E lementary. The capacity at AT. Allen will be increased from 483 to 1000 seats. <br /> <br /> <br />Anew 1200 seat middle school is included in the plan for 2010 south of Harrisburg that would relieve <br />CC Griffin and J.N. Fries Nfidclle Schools. A 175 seat addition at Central Cabam.is High School is <br />proposed for 2013. The CIP also includes a new 1500 seat high school in the west/central area of the <br />County for 2013 that will provide relief for Central Cabams, J.lvl Robinson, Hickory Ridge aril Concord <br />High Schools. <br />Cabamrs County Schools operating at 110% capacity are considered to be operating at rriaxirruuri <br />Capacity Attachment number 1 <br />G - 2 Page 251 of 286 <br />
