The <br />participating counties are Cabarrus, Davidson, Rowan, Stanly and Union. <br />PBH is a local political subdivision of the State of North Carolina under G.S. 122G- <br />116functioning as a Local Management Entity ("LME"), as defined by G.S. 122C-3 (20b), and <br />organized as amulti-county area mental health,,developmental disabilities and substance abuse <br />authority established pursuant to G.S. 122C-11~5(c) by the Boards of Commissioners of Cabarrus, <br />Davidson, Rowan, Stanly and Union Counties. <br />As you are probably aware Piedmont Behavioral Healthcare has the powers and duties set <br />forth under G.S. 122C-117, including the duty to "[e]nsure the provision of services to clients in <br />[Union County] ...", clients being defined by G.S. 122C-3(6) as individuals who are or have <br />been in the past admitted to and receiving services for the care, treatment, habilitation, or <br />rehabilitation of the mentally ill, the developmentally disabled, or substance abusers from an area <br />facility, as defined by G.S. 122C-3(14)a, operated by or under contract with PBH. PBH is the <br />most populous multi-county area authority in North Carolina, with more than 700,000 people in <br />its catchment area. <br />PBH has undergone many significant changes in the past five years as it has moved from <br />providing services to managing them. PBH has gotten statewide and national attention as it has <br />put into effect its own Medicaid waiver that is :.!lowing PBH to serve its consumers better and to <br />make more efficient use of Medicaid dollars. Because of its major changes in status and <br />operations, the Area Board of PBH has decided tl;at a name change is appropriate. <br />Accordingly, PBH requests that the Board of Commissioners of Cabarrus County <br />approve a change in the entity's legal name fror.: the current "Piedmont Area Mental Health, <br />Developmental Disabilities and Substance Abuse Authority" to "PBH". <br />F-1 <br />Attachmentnumberi <br />Page 156 of 286 <br />
