1 <br />~~,~- <br />~~.. ~ _~~ <br />CABARRUSCOUNTY <br />IDENTITY THEFT PREVENTION PROGRAM <br />This program shall become effective May 1, 2009. <br />Adopted this the day of , 2009. <br />I. PREFACE <br />The purpose of this program is to detect, prevent, and mitigate identity theft in connection <br />with the opening of a covered account or any existing covered account within a Cabarrus <br />County department. This policy is intended to satisfy the requirements of 16 CFR §681.2 <br />which was adopted pursuant to the federal Fair and Accurate Credit Transactions (FACT) <br />Act. According to 16 CFR §681.2, Cabarrus County's Identity Theft Prevention Program <br />must include reasonable policies and procedures to: (1) Identify relevant Red Flags for <br />the Covered Accounts that a Cabarrus County Department offers or maintains, and <br />incorporate those Red Flags into this Program; (2) Detect Red Flags that have been <br />incorporated into this Program; (3) Respond appropriately to any Red Flags that are <br />detected to prevent and mitigate identity theft; and (4) Ensure this Program (including the <br />Red Flags determined to be relevant) is updated periodically to reflect changes in risks to <br />customers of Covered Accounts and to the safety and soundness of a Cabarrus County <br />Department from identity theft. The guidelines found in Appendix A to 16 CFR PT. 681 <br />and the size and complexity of the Department covered by this program and the nature <br />and scope of Cabarrus County's activities were considered in the formulation of this <br />Program. <br />II. DEFINITIONS <br />1.
