<br />CABARRUS COUNTY <br />~5~~-~, 1 <br />` BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />c~~~~ MAY 18, 2009 <br />6.30 P.M. <br /> <br />AGENDA CATEGORY: <br />Consent Agenda <br />SUBJECT: <br />Solid Waste - Resolution and Contract Amendment for Groundwater <br />Corrective Action of Unit 2/3 of the Cabarrus County MSW Landfill 1 <br />BRIEF SUMMARY: <br />Monitoring of the groundwater surrounding the closed MSW Landfill has <br />indicated a presence of volatile organic compounds (VOC's). Cabarrus <br />County's contracted consulting firm, Camp, Dresser & McKee (CDM), has <br />been able to identify a remedy to attain the approved groundwater <br />protection standards established by the North Carolina Department of <br />Environment and Natural Resources (NCDENR). The remedy that CDM <br />proposes is to inject hydrogen releasing compounds into the groundwater <br />that will facilitate the natural microbial process already going on and <br />increase the natural degradation of the contaminates (VOC's). Approval of <br />the resolution and contract amendment will allow Cabarrus County to <br />proceed with recommended directives from CDM and NCDENR. <br />REQUESTED ACTION: <br />Motion to adopt resolution adopting a groundwater contamination <br />corrective measure at the closed Cabarrus County Unit 2/3 MSW Landfill; <br />to approve Contract Amendment #37 between Cabarrus County and <br />Camp, Dresser & McKee; and to authorize the County Manager to <br />execute the contract amendment and permit application. <br /> <br />EXPECTED LENGTH OF PRESENTATION: <br />SUBMITTED BY: <br />Kevin Grant, Cabarrus County Sustainability Manager <br />Rick Payne, Solid Waste Manager ' <br />BUDGET AMENDMENT REQUIRED: Page 103 of 199 <br />F-9 <br />
