<br />AMENDMENT No. 37 TO THE AGREEMENT <br />BETWEEN <br />OWNER AND ENGINEER <br />FOR <br />PROFESSIONAL SERVICES RELATED TO THE <br />CABARRUS COUNTY SOLID WASTE PROGRAM <br />FURTHER DESCRII'T'ION OF BASIC SERVICES, DUTIES OF OWNER, <br />METHOD OF PAYMENT, AND RELATED SERVICES <br />This AMENDMENT to THE AGREEME1~iT made as of A rn i113, 2009 is hereby included <br />as an addition to and incorporated as part of the AGREEMENT FOR ENGINNEERING <br />SERVICES made on February 4,1991, between Cabarrus County, North Carolina <br />(OWNER or COUNTY) AND Camp Dresser & McKee (ENGINEER or CDM) for study <br />and report professional services. <br />GROUNDWATER CORRECTIVE ACTION -IMPLEMENTATION OF REMEDY <br />CL05ED CABARRUS COUNTY UNIT 2,/3 MSW LANDFILL <br />This amendment to the Agreement for professional services between Cabarrus County, <br />North Carolina (County) and Camp Dresser & McKee (CDM) is for the provision of <br />services by CDM for in situ groundwater corrective action at the closed Unit 2/3 MSW <br />Landfill. In December 2008, CDM, on behalf of the County, submitted an Assessment of <br />Corrective Measures Report for the Closed Unit 2/3 Landfill in accordance with the <br />North Carolina Solid Waste Management Rule 15 NCAC 13B .1635. Monitored Natural <br />Attenuation (MNA) and institutional controls paired with in situ remediation by <br />enhanced bioremediation was selected as the remedy to address groundwater <br />contamination by select volatile organic compounds (VOCs) at the facility. CDM is <br />currently under contract with the County to complete the Corrective Action Plan (CAP). <br />Following Solid Waste Section (SWS} approval of the CAP, implementation of the <br />selected remedy may begin. It is understood that in situ remediation efforts will be <br />localized in the area of contamination around MW-E/MW-E deep. <br />CDM has concluded that oundwater rni ation in the area of MW-E dee is throu <br />~ ~' p ~ <br />migration of Ieachate from the closed MSW landfill downward into the shallow <br />fractured bedrock, thereby allowing low-level VOC; namely benzene,l,4- <br />dichlorobenzene, cis-l,2-dicloroethene, tetrachloroethene, trichloroethene, and vinyl <br />chloride, to migrate into this area prior to being attenuated below the North Carolina 2L <br />Groundwater Standards. Reduction of total VOC concentrations in groundwater will be <br />enhanced by adding emulsified oil (substrate) up gradient of MW-E/MW-E deep within <br />the shallow fractured bedrock. The substrate addition will enhance the already reducing <br />conditions and wilt provide a source of carbon and energy to the existing groundwater <br />microbial community. <br />The substrate is intended to enhance biologically reducing conditions that will favor and <br />support dechlorination of the VOCs to the non-toxic end-products, including ethene and <br />Page 1 of 4 <br />F-9 <br />Amendment 37.doc <br />Attachment number 3 <br />Page 109 of 199 <br /> <br />r <br />
