The ARRA of <br />2009 was signed into law by President Barack Obama on February 17, <br />2009. It includes Federal funding for transit capital improvements, for <br />which the intent of the legislation is to preserve and create jobs and <br />promote economic recovery, assist those affected negatively by the <br />recession, invest in transportation infrastructure that will provide long-term <br />economic benefits, and stabilize State and local government budgets, in <br />order to minimize reductions in essential services and counter productive <br />State and local tax increases.
