1 <br /> <br />MEMORANDUM <br />' To: Cabamis County Board of Commissioners <br />From: Kassie Goodson Watts/Senior Planner <br />' Subject: Consent Agreement and School Capacity Information for The Village at Dreaming <br />Creek Subdivision <br />Date: 5/21 /2009 <br />The Village at Dreaming Creek subdivision project was approved by the City of Concord Planning and <br />' Zoning Board on July 17, 2007. The pmliminary plat was granted a two year extension on April 21, 2009 <br />setting a newexpiration date of July 17, 2011. This subdivision project is approved for 57 single family <br />homes and 46 multi family units on + /- 31.77 acres and is located at the intersection of NC Highway 29 <br />' and Concord Farms Road. <br />The Cabamas County Board of Commissioners previously approved a Consent Amt for this <br />subdivision development on August 20, 2007. The existing Consent Agreerrent is set to expire on July 17, <br />' 2009. The developer is seeking a two year extension of the existing agrlt. The specifics of the <br />existing agreement areas follows: <br />^ Developer -Yates Properties, LLC,145 Union Street S., Concord, NC 28025. <br />' Payment of $4,034 per single family lot will be due prior to Final Platting <br />^ Payment of $1,331 per multi-family Lmit will be due prior to Final Platting <br />^ The crment approved build out schedule is calendar year 2007, no more than 29 single family <br />' lots platted and no more than 28 multi family building pemuts issued; calendar year 2008, no <br />more than 28 single family lots platted and no more than 18 multi family building permits issued. <br /> <br /> <br /> <br />i <br />t <br /> <br /> <br />'] <br />The developer is proposing the following modifications of the build out schedule. <br />^ Proposed build out sclreckule is calendar year 2010, no more than 29 single family lots platted and <br />no more than 28 multi-familybuilding permits issued; calendar year 2011, no more than 28 <br />single family lots platted and no more than 18 multi family building permits issued. <br />The APFO worksheet filled out by Mr. Robert Kluttz with Cabams County Schools indicates that <br />schools impacted by The Village Dreaming Creek subdivision project are crnrently functioning at the <br />following capacities: <br />Note: These percentages aze based on the enrollment figures from March 6, 2009. <br />Wolf Meadow E lementarySchool - ll4.23% <br />J.N. Fries Nfiddle School -108.33% <br />Jay M Robinson High School -99.01% <br />Including previously approved subdivisions, these schools will be functioning at the following capacity <br />upon completion of The Village at Dreaming Creek subdivision project: <br />Wolf Meadow E lem~rtary School -131.065 <br />J.N.
