CABARRUS COUNTY <br />~~4. ,lei r . <br />~~ `~~, BOARD OF COMMISSIONERS <br />i REGULAR MEETING <br />JULY 20, 2009 <br />6:30 P.M. <br />AGENDA CATEGORY: <br />Consent Agenda <br />SUBJECT: <br />BOC - Centralina Council of Governments (COG) Membership & Budget <br />Amendment - $39,925 <br />BRIEF SUMMARY: <br />During a budget work session the Board moved funds slated for COG <br />membership into contingency and requested staff to gather information on <br />the benefits of membership and costs of service associated with not being a <br />member. <br />According to COG bylaws and GS 160A-474, membership withdrawal <br />requires six months,or at least 60 days notice, respectively, before the end of <br />the fiscal year. The Concord City Council voted to withdraw its COG <br />membership effective July 1, 2010. <br />During the work session, the Board learned that the COG is creating a Blue <br />Ribbon Committee to determine ways in which the organization can function <br />more efficiently and more regionally. It was also noted that the County would <br />like to have at least one seat on this Committee in order to specially address <br />the County's concerns. Further, action was taken to revisit this topic during <br />the Board's December work session. <br />However, if the Board chooses to remain a member of the COG for FY 09/10, <br />a budget amendment is needed to move the funds out of contingency; <br />therefore, a budget amendment was prepared for consideration. <br />REQUESTED ACTION: <br />Motion to adopt budget amendment. <br />EXPECTED LENGTH OF PRESENTATION: <br />F-3 Page 131 of 627 <br />
