July 22, 2009
Mr. John Day
Cabarrus County Manager
Cabarrus County Governmental Center
65 Church St., SE.
Concord, NC 28025
Dear John:
Post Office Box 1595
Salisbury, North Carolina 28145
704-637-0760
zazozu. rozrarunGnrrus.edu
I am requesting that Cabarrus County hold the funds remaining from the College's Building
3000 project for transfer to capital projects planned and needed on the Cabarrus County
campuses. As you know, Building 3000 was funded jointly from state and county funds, about
58% from the state and 42% from the county. Allocating those funds for other College projects
will enable us to retain the state funds as well, and use those state funds for projects that would
otherwise have to be funded entirely from county funds.
There are many physical improvements needed and, while we have not priced specific projects,
we have many that should be funded from the remaining funds. Here is a partial list.
With increased college enrollment growth and the addition of the Early College, we need
an enlarged student center that can accommodate an additional 100 students for food
service;
• There are ADA issues in buildings 2000 and 3000 which need to be addressed;
• Carpet in building 1000 was installed in 1991 and is beyond 'its service length, worn out
and wrinkled, and a safety hazard for walking;
• Signage for the campus needs to be updated for the changes made since the
completion of building 3000 and to meet current ADA standards;
• Landscaping suffered from the recent drought, affecting both aesthetics and erosion;
• A physical training facility is needed for law enforcement training, and that could double
as a student exercise or sports area;
• The parking lot at the Cabarrus Business and Technology Center is only partially paved.
As you can see, there is no shortage of needs, and without the state funds from the building
3000 project, we will be dependent on the county for these items.
Sincerely,
~~ J; ^~
Carol S.
