CABARRUS COUNTY <br />BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />SEPTEMBER 21, 2009 <br />6:30 P.M. <br />AGENDA CATEGORY: <br />Consent Agenda <br />SUBJECT: <br />Aging -Approval of Title V (ARRA) Grant Funds, Associated Budget <br />Amendment - $82,973, Contract and the Addition of Eight (8) Temporary <br />Part-time Positions for the Title V SCSEP Program <br />BRIEF SUMMARY: <br />The following budget amendment represents supplemental funding for the <br />Cabarrus County Department of Aging Title V -Senior Community Service <br />Employment Program. This contract represents $74,676 of American <br />Recovery and Reinvestment Act funds to be received from Centralina Council <br />of Governments, $8,297 additional cash match required from the County, and <br />will underwrite the expenses associated with eight new part-time positions. To <br />implement this expansion of the Title V Program and to comply with the <br />federal regulations associated with the Recovery Act funds, we must manage <br />the expenses associated with this portion of the program independently from <br />the current program. The Department of Aging currently has thirty positions <br />allocated for the Title V program. The County absorbs five overflow <br />positions.There is a reduction of three positions in this program for FY2010 <br />under the current Title V program contract from the State. Due to the <br />reduction from State of three Title V positions, we respectfully request the <br />approval of five additional part-time Title V positions (22 positions for the <br />current Title V (SCSEP) program, 8 positions for the Title V Recovery Act <br />(ARRA) program and 5 positions to allow for over enrollment into the Title V <br />program). This will allow the Department of Aging to maximize the funding for <br />these two programs. There will be a total of 35 part-time positions funded by <br />these Title V grant funds. <br />REQUESTED ACTION: <br />Motion to ap rove the contract between Cabarrus Count and the Centralina <br />p Y <br />F ~ Page 70 <br />
